
Joining EMSI’s staff in 2025, Marc brings a myriad of critical training skillsets in Law Enforcement, Emergency Response, and Incident Command Systems to our cadre. As a Program Director, he will be responsible for coordinating and managing relationships with several state, county, and local government clients, as well as some federal contracts/clients including our contract supporting FEMA Incident Workforce Academy (FIWA) Incident Command System (ICS) training.
Recently retiring from the New Jersey State Police (NJSP) as a Lieutenant, he spent the majority of his career assigned to the Emergency Management Section under the Homeland Security Branch. The Emergency Management Section of the NJSP operates as the state’s Office of Emergency Management (NJOEM). Starting his career in Emergency Management as a Regional Representative, he served that role in two of NJ’s regions with roles and responsibilities in each of the five mission areas of prevention, mitigation, preparedness, response, and recovery. A critical element of being a successful Regional Representative is their ability to have a reliable relationship with their county and municipal counterparts, requiring them to attend county, municipal and other agency meetings; attend and conduct NJOEM training; administer, participate and evaluate local exercises; respond to all major incidents and disasters; provide direct EOP development assistance; conduct compliance surveys; and assist with the development, review and compliance of all county and municipal Emergency Operations Plans.
In his second assignment. Marc was detailed to the State Emergency Operations Center (SEOC) Unit, where he served as the Center Director for the SEOC. During his time in this role, he supervised the overall operation of the SEOC and continually evaluated and improved its processes and procedures to ensure successful and efficient operations. Following the SEOC Unit, he was assigned to the Urban Search & Rescue Unit. While in this unit, he managed the administrative requirements for New Jersey Task Force One (NJ-TF1), including budget, purchases, personnel, and training. The unit coordinates the efforts to keep NJ-TF1 at a state of readiness commensurate to the FEMA Urban Search & Rescue Response System.
Marc’s next assignment was as the Administrative Officer for the Emergency Management Section, supervising the administrative functions and operational tasks of the Emergency Management Section. This included ensuring all monthly, quarterly, and annual inventories are completed appropriately; managing, assigning, and/or completing any special projects/training assigned by the Commanding or Executive Officer; preparing for, developing, and managing personnel transactions and promotional activities; as well as being responsible for updating Standard Operating Procedures, policies, and regulations as they pertain to Emergency Management standards.
A highlight of Marc’s career was the establishment of the New Jersey All-Hazards Incident Management Team (NJ-AHIMT). The NJ-AHIMT is a statewide multi-agency/multi-jurisdictional Type 3 All-Hazards IMT, which plays an essential role in the management of, and response to, local/state/national emergencies, natural disasters, and public events. As a result of the success of the NJ-AHIMT, the NJSP created the All-Hazards Incident Management Team Unit and Marc was the first Unit Head of this new unit. This unit is responsible for the management and administration of the NJ-AHIMT and includes strategic direction, budget, purchases, personnel, training/exercises, and deployments. The unit also oversaw the facilitation of the NIMS training curriculum for NJOEM, which includes the ICS core courses, all-hazards position specific courses, and the USFA Intro to Type 3 IMTs course.
Marc closed his career in the Emergency Management Section as the Unit Head of Public Safety & Security Unit. This was another new unit and is responsible for ESF #13 coordination (preparedness and activations) for the State Emergency Operations Center to facilitate law enforcement related situational awareness, resource management, and policy interpretation for critical incidents. The unit is also responsible for the development, establishment, and maintenance of collaborative (local, county, state, and federal entities) response capabilities to active threat incidents, and is responsible for the management and administration of the NJSP Public Safety Response Team which is a statewide resource that can provide law enforcement personnel to any event or incident as a force multiplier spanning many functions (i.e., mobile field force, perimeter, security, etc.).
In addition to his career with the NJSP, Marc volunteers as a firefighter in the Borough of Somerville in NJ. After serving in numerous line officer positions, he spent 9 years serving as his fire company’s Chief and 2 years as the Chief of the Department. In these roles, he was critical to protecting the lives and property of the residents and businesses in the Borough from the devastation of fire, hazardous materials incidents, vehicle crashes, natural disasters, and other emergencies 24 hours a day.
Marc is well known in the state and local government emergency management and incident management communities. He currently serves on the Incident Management Team Association (IMTA; formerly the AHIMT Association) Board of Directors as the Law Enforcement representative. He is also a FEMA certified instructor for numerous All-Hazards Position Specific (AHPS) courses, the L449 ICS Train-The-Trainer course, and other FEMA EMI courses. He also teaches the U.S. Fire Administration’s O-305 Intro to Type 3 IMT course.
Marc holds a Master of Administration Science with Graduate Certificates in Emergency Management Administration and Homeland Security Administration from Fairleigh Dickenson University and a Bachelor of Arts Degree in Economics from Rutgers University. He is a Certified Emergency Manager (CEM), a Master Exercise Practitioner Program (MEPP), a Type 3 Incident Commander, and a Type 3 Planning Section Chief.
