ICS-355 Ground Support Unit Leader

The Ground Support Unit Leader coordinates transportation resources, equipment support services, and ground logistics to ensure safe and efficient incident operations. 

Course overview 

ICS-355 prepares emergency management and response personnel for the role of Ground Support Unit Leader (GSUL) within the Logistics Section of an Incident Management Team. The course focuses on coordinating transportation support, managing equipment service capabilities, supporting incident facilities, and supervising ground support personnel throughout all phases of incident operations. 

Who is this course for? 

  • Personnel assigned or preparing to serve as Ground Support Unit Leader during incident operations.  
  • Responders supporting Logistics Section transportation and equipment coordination responsibilities.  
  • Incident Management Team members responsible for managing ground support resources and services. 

Course objectives 

  • Explain the roles and responsibilities of the Ground Support Unit Leader and supporting personnel. 
  • Describe coordination requirements between the Ground Support Unit and other Incident Management Team sections. 
  • Determine transportation support requirements for incident operations. 
  • Identify staffing requirements needed to support ground support activities. 
  • Describe coordination responsibilities for incident support facilities. 
  • Apply procedures for providing safe and secure transportation services. 
  • Develop and implement incident Traffic Plans. 
  • Establish equipment inspection, fueling, maintenance, and repair support capabilities. 
  • Maintain records and reports supporting ground support operations. 
  • Coordinate contract support and services with the Finance/Administration Section. 
  • Supervise ground support personnel and evaluate unit effectiveness. 
  • Support demobilization of assigned resources and personnel. 

Delivery format 

Activities may include instructor-led training supported by facilitated discussion, transportation coordination exercises, logistics planning scenarios, equipment support activities, and asynchronous learning components.
