ICS-300 Intermediate Incident Command System

Supervisors managing expanding incidents apply ICS organizational structure, planning processes, and coordination practices to support multi-operational-period incident management. 

Course overview 

ICS-300 prepares emergency management and response personnel to function effectively in supervisory roles during expanding incidents. Building on ICS-100 and ICS-200, the course focuses on incident organization, resource management, operational planning, and coordination across Command and General Staff functions. Participants apply ICS tools and processes during simulated Type 3 incidents and develop Incident Action Plans to support structured response operations. 

Who is this course for? 

  • Personnel who may assume supervisory roles during expanding incidents. 
  • Command Staff and General Staff members assigned to Type 3 Incident Management Teams.  
  • Strike Team Leaders, Task Force Leaders, Unit Leaders, Division or Group Supervisors, Branch Directors, and personnel supporting Emergency Operations Centers or Multi-Agency Coordination Systems. 

Course objectives 

  • Describe how ICS command and management structures support expanding incidents. 
  • Explain supervisory responsibilities within the Incident Management process. 
  • Apply organizational staffing concepts for Command and General Staff positions. 
  • Describe coordination practices among incident personnel and external stakeholders. 
  • Explain the operational planning cycle and supporting meetings and briefings. 
  • Develop Incident Action Plans for simulated incidents. 
  • Apply resource management principles during multi-operational-period incidents. 
  • Describe external coordination requirements during complex response operations. 
  • Explain transition and demobilization considerations during incident management. 

Delivery format 

Activities may include instructor-led training supported by facilitated discussion, planning exercises, incident simulations, document development activities, and asynchronous learning components.
