The Qualified Individual (QI) serves as the designated representative responsible for initiating emergency response actions, making required notifications, and ensuring the effective implementation of a facility or vessel response plan during the initial stages of an incident.
Course Overview
Under the Oil Pollution Act of 1990 (OPA 90), facility and vessel response plans must identify a Qualified Individual (QI) and at least one alternate who can fulfill the regulatory responsibilities associated with the position. The QI must be available 24 hours a day, understand the facility response plan, and possess the authority to initiate response actions and commit resources.
This instructor-led course prepares Qualified Individuals and alternates to confidently perform their responsibilities during the critical initial stages of an incident. Through discussion, practical exercises, and realistic scenarios, participants develop the knowledge and decision-making skills necessary to initiate an effective response, coordinate with Incident Command, meet regulatory requirements, and support successful incident management.
Participants receive EMSI’s Qualified Individual Job Aid and complete a post-course assessment to reinforce key concepts.

Course Objectives
- Describe the responsibilities and authority of the Qualified Individual during an incident
- Initiate notifications and activate response resources in accordance with facility and vessel response plans
- Apply ICS principles during the initial stages of incident management
- Coordinate with Incident Command and Command & General Staff personnel
- Understand the regulatory requirements governing the Qualified Individual position
- Establish the initial Incident Management Team (IMT) organization
- Support Operations, Planning, Logistics, Safety, and Public Information functions during initial response
- Complete essential ICS documentation and incident briefings
- Apply decision-making skills through realistic, scenario-based exercises

Activities may include Instructor-led classroom training, interactive lectures, facilitated discussions, scenario-based exercises, practical application activities, post-course knowledge assessment, and asynchronous activities.
