ICS for Executives

Executives and senior officials support incident response by establishing policy, providing oversight, and coordinating with Incident Command to ensure organizational priorities align with operational needs during an incident.

Course Overview

Designed for executives, administrators, and policy makers, ICS for Executives introduces the Incident Command System (ICS) and provides an orientation for executive understanding and participation in ICS. This course describes the history, features, principles, and organizational structure of ICS, including relationships between Incident Commanders and Agency Executives.

  • Executives and senior officials (including elected officials)
  • City and county managers
  • Agency administrators
  • Policy makers who establish or implement incident-related policy but are not typically part of on-scene operations

Course objectives

  • Describe basic ICS concepts, organization, and terminology.
  • Explain how ICS is applied during incidents and events.
  • Identify the role of Executive/Senior Officials relative to ICS operations.
  • Describe executive responsibilities during incident management.
  • Explain the functional responsibilities of Command and General Staff.
  • Identify factors that influence incident complexity and tools used to analyze complexity.
  • Differentiate between on-incident ICS organizations and Emergency Operations Centers (EOCs), Area Command, and Multi-Agency Coordination Systems (MACS).
  • Identify agency policies and guidelines that influence incident or event management.

Delivery format

Activities may include instructor-led, in-person training supported by facilitated discussion and executive-focused learning activities, and asynchronous activities.
