The Planning Section collects, evaluates, and manages incident information while supporting planning, resource tracking, documentation, and the development of the Incident Action Plan.
Course Overview
Focusing on the responsibilities of personnel assigned to the Planning Section, ICS-341 enhances participants’ understanding of Planning Section organization, responsibilities, and the incident planning process during both initial response and extended operations.
This instructor-led course explores how the Planning Section supports the Incident Management Team (IMT) by collecting and analyzing incident information, maintaining situational awareness, tracking resources, developing Incident Action Plans, and coordinating planning activities. Through discussion, practical exercises, and realistic scenarios, participants develop the knowledge and skills needed to effectively support incident management and the Planning “P” process.

Course Objectives
- Describe the organization, responsibilities, and functions of the Planning Section.
- Establish and organize the Planning Section during an incident.
- Manage situational awareness and incident information.
- Coordinate resource tracking and status reporting.
- Develop and support Incident Action Plans using the Planning “P.”
- Produce and maintain Planning Section products, documentation, and ICS forms.
- Communicate effectively within the Planning Section, the Incident Management Team, and with external partners.
- Support demobilization planning and other Planning Section-managed processes.
Delivery Format
Activities may include instructor-led, in-person training supported by realistic scenario-based learning, group discussion and facilitated instruction, leadership exercises, incident planning activities, problem-solving exercises, and asynchronous learning components.
