EMSI Facilities Unit Leader Job AidThe Facilities Unit Leader establishes, manages, and maintains incident facilities to support safe, secure, and effective operations during incident response. 

Course overview 

ICS-354 prepares emergency management and response personnel for the role of Facilities Unit Leader (FACL) within the Logistics Section of an Incident Management Team. The course focuses on establishing and maintaining incident facilities, coordinating infrastructure and services, supporting operational requirements, and managing facility personnel throughout the incident lifecycle.

  • Personnel assigned or preparing to serve as Facilities Unit Leader during incident operations.  
  • Responders supporting Logistics Section facility coordination responsibilities.  
  • Incident Management Team members responsible for establishing and maintaining incident facilities. 

Course objectives 

  • Explain the roles and responsibilities of the Facilities Unit Leader and supporting personnel. 
  • Describe coordination requirements between the Facilities Unit and other Incident Management Team sections. 
  • Determine facility requirements and appropriate locations based on incident needs. 
  • Identify staffing requirements for incident facilities. 
  • Develop and maintain facility layout information. 
  • Apply procedures for providing safe and secure incident facilities. 
  • Coordinate contract support and services with the Finance/Administration Section. 
  • Supervise facility personnel and evaluate facility effectiveness. 
  • Support demobilization and rehabilitation of incident facilities. 

Delivery format 

Activities may include instructor-led training supported by facilitated discussion, facility planning exercises, coordination scenarios, logistics support activities, and asynchronous learning components.
