Focusing on the roles and responsibilities of the Facilities Unit Leader (FACL), ICS-354 is designed to establish the essential core competencies required for performing the duties of the FACL in an all-hazard incident. This course introduces responders to general ICS information, including an overview of the Logistics Section and information on incident mobilization, initial situational awareness, and unit management. It also provides detailed instruction in setting up and maintaining incident facilities, including facilities infrastructure, services, layout, and security. This course is an instructor-led training that supports learning through discussion, lecture, and active participation in multiple exercises that provides a realistic, hands-on approach to mastering the skills required of a FACL.

- Roles and responsibilities of the Facilities Unit Leader and subordinates
- Coordination with other IMT entities
- Determining what facilities need to be established and their location
- Identify level of effort (staffing) that will occur within each facility
- Develop and post facility layout
- Determining appropriate staffing levels
- How to provide safe and secure facilities
- Coordinate with finance on contract support and services
- Supervise and evaluate effectiveness of facility managers
- Demobilize and rehabilitate facilities as required
