The Incident Commander (IC) has overall responsibility for managing an incident, directing resources, establishing objectives, and coordinating Command and General Staff to ensure safe, effective response operations. As the lead authority within the Incident Command System, the IC sets strategic direction and oversees incident planning, execution, and demobilization.

Course Overview

ICS-410 prepares emergency management and response personnel for the role of Incident Commander (IC) on an Incident Management Team. The course builds on ICS fundamentals and focuses on the IC’s duties and responsibilities, including incident leadership, coordination of Command and General Staff, and effective incident management.

Course objectives

  • Identify key resources and reference materials for the Incident Commander position.
  • Explain the IC’s role in leading and managing an Incident Management Team and coordinating with team members.
  • Describe the IC’s responsibilities for IMT administration, readiness, and staffing.
  • Identify the components of a typical Incident Commander Go-Kit.
  • Explain the purpose and function of command, agency oversight, and coordination in incident management.
  • Describe command and coordination structures from the IC’s perspective.
  • Explain how the IC collaborates with Agency Administrators and Executives for successful incident management.
  • Describe procedures for ensuring a safe and effective transfer of command.
  • Apply effective communication practices for internal and external audiences during an incident.
  • Define leader’s intent, priorities, objectives, strategies, and tactics as applied by the IC.
  • Describe the IC’s responsibilities for planning processes, meetings, and documentation.
  • Explain staffing considerations and responsibilities for building and managing the IMT.
  • Identify steps for managing special situations during an incident.
  • Describe the IC’s financial management responsibilities and coordination with the Finance/Administration Section.
  • Explain agreements the IC may encounter during incident management.
  • Apply best practices for personal documentation and recordkeeping as an IC.
  • Outline the IC’s role in demobilization, returning the incident to local management, and evaluating Command and General Staff performance.

Delivery format

Activities may include instructor-led, in-person training supported by realistic scenario-based learning, group discussion and facilitated instruction, leadership exercises, incident planning activities, problem-solving exercises, and asynchronous learning components.

Pre-requisite (required)

Successful completion of ICS-300 and experience in a Command or General Staff position on an incident
